The Federal Government should use citizens’ BVN numbers to register their NIN. Only those without bank accounts (and thus BVN number) should be helped to register NIN directly.
CBN is on the board of NIMC, agency that is handling NIN registration. It is even incorporated in the law of the NIMC that CBN and other bodies should incorporate their citizen identity numbers (like BVN) into the NIN database.
So, all this extra inconvenience isn’t necessary.

Very true, at least the BVN has all the data required for NIN.
At the end it has become a fruitless exercise as the kidnappers and bandits are still using their cell phones to collect ransome without being identified or tracked down.
