“A vision without a strategy remains an illusion.” Lee Bolman
An illusion is something that is not real. What this quote by Bolman is trying to point out is basically that a vision needs to be accompanied by a strategy to achieve that vision.
Otherwise, the vision may just remain a dream or a daydream. Do you have a vision for your life? If you do, have you mapped out a strategic plan of action to get you there?
You may need a strategy, a tactical plan and a practical logistical plan to get from where you are now to where you want to be in the future.

It may be the dream of the person in the picture to get to that place. But to do that, the person needs a strategy, some tactics and perhaps logistics.
Will they trek or chatter a taxi to get there? Will they need to carry some water to drink in the hot sun if they are trekking?
They need a plan to take the dream to reality. Otherwise, they’ll probably remain where they are, dreaming or daydreaming.
